Dave Stark, President - resume
Mr. Stark has extensive experience in a wide variety of earthmoving situations. He has worked in wetland creation, stream channel construction, dam construction, subdivision development, mass excavation, and road building at the state and county level. Mr. Stark has considerable experience building non-engineered roads in steep terrain, as well as constructing large-scale landscapes using only the client’s concepts for design.
Denise C. Stark, Vice President - resume
Ms. Stark has managed transportation projects for the past 27 years. Her experience includes National Environmental Policy Act (NEPA) documentation for the Idaho Transportation Department (ITD) and Local Highway Technical Assistance Council (LHTAC). She is a qualified wetland delineator with experience using the USACE 1987 Corps of Engineers Wetlands Delineation Manual which is the current Federal delineation manual used in the Clean Water Act (CWA) Section 404 regulatory program for the identification and delineation of wetlands. Ms. Stark also uses the current regional supplements to the USACE Wetland Delineation Manual for the Arid West Region, the Western Mountains, Valleys, and Coast Region, and the Great Plains Region. Completed projects include delineations in Idaho for ITD Districts 4, 5, and 6; California for the United States Bureau of Reclamation (USBOR) Trinity River Restoration Program (TRRP); North Dakota for the North Dakota Department of Transportation and the Grand Forks Air Force Base; Utah for the United States Bureau of Land Management (BLM); and Wyoming for Grand Teton National Park. Ms. Stark has completed training and field work in Idaho for the USFS Caribou-Targhee National Forest to complete Multiple Indicator Monitoring using BLM protocol for stream channels and streamside vegetation assessments.
Zack Hall - resume
Zach is responsible for grade control and has experience using GPS in survey and onboard applications including site layout, as-built submissions, and grade checking/setting. He also operates support equipment provides labor. Zach works for Oxbow during our busy season, and works for a directional boring company on our off season.
